Why bother with a referendum vote at all? Think of all the money saved by going directly to a district budget meeting! There you can pack the hall with teachers, support staff, and administrators. Conduct the vote with a show of hands to intimidate any opposition and be assured that voters will never be bothersome again! It's worked every single time in the past!
